The idea of this building originated from the need to allocate a place of temporary detention before being brought to trial in the adjacent main courthouse. For this reason the architectural design of this building served as an integral part of the main courthouse building, where these buildings connect with each other through an underground tunnel used to transport prisoners to and from court.
The building consists of the Administration, area allocated for visitation, private detainee medical clinic, in addition to the prison facilities and security surveillance with modern technologies.
